Comprehensive Master Plan

Introduction

The Comprehensive Master Plan (Plan) for the City of Corsicana, Texas (Corsicana) is a long-range plan that anticipates a build out condition. The build out population of the existing City is 76,000 people and the holding capacity of the City's Extraterritorial Jurisdiction (ETJ) is 327,000 people.

Establishing a picture of the future allows those using the Plan document to stand in that future and look on the present City to determine whether to facilitate or restrict accommodation of growth and development potential. This Plan establishes a generalized pattern for Future Land Use, Thoroughfares, and Open Space. It also recommends strategies to implement the vision contained in this document. The Plan will also provide a valuable reference in the decision-making process of municipal governance.

For this reason, the recommendations of this Plan are built upon resident and property owner generated goals and objectives which articulate the aspirations and concerns of the people who will live and work in Corsicana.

As a result, this Plan becomes a "management tool" for addressing future growth and will initiate change to move Corsicana toward the quality of life desired by its residents.

Below please find the Comprehensive Master Plan ("Plan") for the City of Corsicana, Texas as adopted by the City Council on June 19, 2007. All the files containing the complete Plan and the various parts of the Plan are available in the PDF/Adobe Acrobat format. The Plan consists of three (3) parts: Part One: The Assessments; Part Two: The Planning Process; and, Part Three: The Comprehensive Plan. In addition, the Plan features Appendices 'A-D' and a Sample Ordinance. All the parts of the Plan are available in individual files below.
