Retail Trade Area Information (Corsicana and Vicinity)

The City of Corsicana and Navarro County are the preferred regional retail destination. Major retail stores such as Applebee's, Atwood's Ranch & Home, Bealls Department Store, Denny's, Cinergy Cinema & Family Entertainment Center, Collin Street Bakery & Retail Store, Gander Mtn, Home Depot, Office Depot, Russell Stover Candies, and the Wal-Mart Super Center have already discovered the many opportunities available. These opportunities are resulting from retail sales that exceed expectations generated by customers from all across the region who routinely choose our community to purchase products and services.

The updated Retail Gap Analysis for the City of Corsicana and Navarro County found the annual retail sales leakage in our community to be approximately $983 Million! Our community was found to have a retail trade area population in excess of 151,214 people with a median age of approximately 35.91 years, an average household income level of approximately $52,590.00, and a per capita income of approximately $19,523.00. Preferred Retail Locations

  • The Corsicana Crossing Retail Center (I-45 and US Highway 287)

Applebee's Comes to Corsicana Crossing!

The Corsicana Crossing Retail Center, strategically located at the intersection of I-45 and US Highway 287, features 152+ acres of prime real estate that is conveniently located and highly visible from both I-45 and US Highway 287 as well. The Corsicana Crossing is already the home for major retail stores such as the Applebee's, Collin Street Bakery Retail Outlet Store, Chili's, Cinergy Cinema & Family Entertainment Center, Denny's, Gander Mountain, Home Depot, Office Depot, Russell Stover Candies (manufacturing plant and retail outlet store), Taco Bell, Vanity Fair Outlet Mall, and Wendy's. Located directly across US Highway 287 from the Corsicana Crossing are the Holiday Inn Express, the Hampton Inn & Suites, and Sonic.

  • The Corsicana Downtown District (Corsicana Central Business District)

The Corsicana Downtown District features unique shops located in an historic setting that offer everything from the hard to find antiques to furniture, men's and women's apparel, specialty children's clothes, talented portrait photographers, great sandwich shops and restaurants, with some of the most hospitable bed & breakfasts found anywhere in the State of Texas. Opportunities for additional stores to locate in the charming Corsicana Downtown District are available. The city's Comprehensive Master Plan emphasizes protecting and preserving Corsicana's downtown district as an integral part of our community's heritage. The City Council and the Navarro County County Commissioner's Court have approved coinciding statutes that create the Corsicana Downtown Revitalization District (District). Certain tax incentives are available in the District for the purpose of encouraging reinvestment in real property.

These tax incentives include the following:

  • Reinvestment tax credit equal to the amount of investment for construction, reconstruction, alteration, or repair completed within a calendar year. The maximum tax abatement for a project shall not exceed the annual tax liability of the real property.
  • A five (5) year tax abatement ("tax freeze") on any increases in City and County ad valorem property taxes as a result of construction, reconstruction, alteration, or repair that may result in an increase in the assessed value for ad valorem tax for the real property for City of Corsicana and for Navarro County.

Below are the guidelines for the District incentives, including the applications for Reinvestment Tax Credit and the 5-Year Property Tax Freeze (Certificate of Appropriateness). Also provided below are the City Ordinance, and coinciding Navarro County Commissioner's Court Order providing for these tax incentives for real properties located within this District.

Tax incentives for certain historic resources, specifically residential and non-residential property, are provided by City of Corsicana Ordinance No. 2325 (November 19, 2002) for Heritage Preservation. These historic resources shall be eligible for an Historical Appraised Tax Value Exemption of twenty-five percent (25%) of the appraised value of the property not to exceed twenty-five thousand dollars ($25,000.00), based on meeting all of the criteria as defined in City Ordinance No. 2325.

The Comprehensive Master Plan for the City of Corsicana, Texas (City) was adopted by the City Council on June 19, 2007. The Plan is a long range planning tool that recommends strategies to implement the vision contained in the document. Listed below are the components of the Plan that pertain specifically to the Downtown District which articulate the goals and objectives for this critically important district in our City. The Plan may be viewed in various parts or in its entirety and is found on the Comprehensive Master Plan page.

 

  • The Corsicana West End District - Texas Highway 31/7th Avenue and 45th Street

The Corsicana West End District, anchored by Wal Mart Super Center, Tractor Supply, Bealls and Atwood's Ranch & Home Center, features available retail/commercial properties strategically located along Texas Highway 31 (7th Avenue) and 45th Street within close proximity to the Wal-Mart Super Center and adjacent to Navarro College with its student population in excess of 3,000! In addition, Texas A&M University - Commerce is co-located on the Navarro College campus where students may receive Bachelors and Masters Degrees. It is noteworthy indeed that the Corsicana High School with its 10,000+ seat football stadium and expanded athletic complex is located only a few blocks to the west along 45th Street. The close proximity of the Corsicana West End to the Corsicana High School, Navarro College, and Texas A&M University - Commerce provides convenient access to well over 5,000 total students in the immediate vicinity who are eager to purchase products and services.

Available properties in the Corsicana West End District include retail space located in the College Park Mall (anchor stores include Bealls and Atwoods), the Corsicana Crossroads Retail Center (former K-Mart Super Center), over 266 acres of prime Commercial Retail Development property, the Karns Retail Development property, and the former Tiger Stadium owned by the Corsicana Independent School District.
