Chief Bratton began his law enforcement career in 1984 with the St. Petersburg, Florida Police Department. He served for sixteen years as a patrol officer, detective, sergeant, lieutenant, and major in various units and divisions. In 2001, he was appointed Chief of Police in Paducah, Kentucky and led that organization for seven years. In December 2008, he was selected as the Chief of Police in Corsicana.
Chief Bratton is a strong supporter of community oriented policing and building partnerships with the community.
He graduated Cum Laude with a bachelor’s degree in criminology from St. Leo (Florida) College. He also completed the Police Executive Research Forum’s Senior Management Institute for Police and the FBI’s Law Enforcement Executive Development Seminar (LEEDS) Program.
Chief Bratton is certified by the International Association of Chiefs of Police as a mentor for new chiefs of police and serves on IACP’s Administration Committee and Smaller Agency Technical Assistance Advisory Board.
Chief Bratton is also a member of Rotary Club International, Voice, Navarro County Police Academy, Texas Association of Chiefs of Police and serves on the board of Impact Navarro and Corsicana's Child Advocacy Center.

Ladena Baggett, Assistant Chief of Police joined the Corsicana Police Department in 1977. Her duties include overseeing the Criminal Investigation Division, the DARE Program, Records Division, the Community Service Officer, School Crossing Guards, Animal Shelter and Animal Control. One of her major responsibilities is Internal Affairs.
Asst. Chief Baggett began her career as a police dispatcher and then became a police officer in 1981. She successfully tested for the positions of Corporal and Sergeant and was promoted to these positions in 1990 and 1993 respectively. She spent 13 years of her career patrolling the streets of Corsicana. She was transferred, in 1996, to the Criminal Investigation Division where she served as Sergeant of that unit. In 1999 she was appointed to the position of Assistant Chief. She served as Interim Chief of Police in 2008, prior to the appointment of Randy Bratton as Chief Administrator.
Baggett obtained a Bachelor of Business Administration from Baylor University. She graduated Cum Laude with a major in Economics. She holds a Master’s Peace Officer Certificate and Instructor’s License issued by the Texas Commission on Law Enforcement Standards and Education. She is a graduate of the FBI National Academy, Session 191.

Nori Rhodes, Captain of Operations joined the Corsicana Police Department in 1996. Her duties include over seeing the Patrol Division, community policing officers, school crossing guards and training/equipment officer.
Captain Rhodes began her career with the Department as an intern while attending Navarro College. After receiving an Associates of Applied Science Degree in Criminal Justice she applied, tested and was hired as a patrol officer in 1996.
She attended and graduated from the Navarro College Police Academy in 1997 and began her patrol duties shortly thereafter. After seven years as a patrol officer she tested and was promoted to the position of Police Corporal in 2003. In 2006 she tested and was promoted to Patrol Sergeant. She tested and was promoted to Captain of Operations in 2010.
Captain Rhodes holds an Advanced Peace Officer certification, is a Crisis Negotiator and a TCLEOSE certified instructor. She was voted officer of the second quarter in 2000 and officer of the year in 2006. She was also a field training officer, member of the Corsicana Police Mounted Patrol Unit, attended Basic SWAT training school and served as an Investigative Liaison Officer to the Criminal Investigation Division. She holds numerous other certifications.
